The Ministry of Vice and Virtue ordered the relevant departments and their forces to not invade peoples privacy.
A spokesman for the ministry, Mohammad Sadeq Akif, warned that the Islamic Emirate would punish those security forces who violated the decree.
"Acting Minister of Vice and Virtue Shiek Mohmmad Khalid has said at different events that the Islamic Emirate forces are not allowed to take the phones of people and go through them," Akif said.
Also, some taxi drivers in Kabul said that the forces of the Ministry of Vice and Virtue told them to not carry male and female passengers at the same time.
"Last week, they told us that men and women should not be in a vehicle at the same time," said Abdullah Jan, a driver.
"In some areas, due to misunderstandings, sometimes incidents happen. The Islamic Emirate forces should be careful," said Abdul Rahim, a Kabul resident.
The Ministry of Vice and Virtue neither confirmed nor denied these allegations.
These restrictions by the ministry have faced a strong reaction from the world as well as Afghans inside the country.
The international community made the formation of an inclusive government and the upholding of human rights and womens rights preconditions for recognition of the Afghan government.
The Islamic Emirate said it is committed to womens rights based on Islamic Regulations.
